Services

MoF provides the following services to citizens:
Collection of revenues, both tax and non tax
MoF provides the following services to other government agencies:
1.    Budget formulation(all gov. agencies)
2.    Allotments Processing (all gov. agencies)
3.    Payments Processing(all gov. agencies)
4.    In year budget reports (all gov. agencies)
5.    Worth Papers(all gov. agencies)
6.    Submission of annual audited financial statements to National Assembly.
MoF is involved in delivering of the following services to citizen and business:

A number of internal services are performed by the units within MoF to support one another. These include different types of common services, such as:

Budgeting and Payment processing Services

Core Services:
The following subsections documents three selected core services provided by MoF:
Payment Processing,
Allotments Processing,
Budget Formulation/ Revenue Formulation
Payment Processing:
To deliver this service MoF relies on the services provided by other government agencies, such as: request M16 form by all Ministries.
The inputs to this service include: M16 form payment processing. The output to this service includes: check request form.
Process: the process for delivering this service includes the following steps:
1. Reception office,
2. Control office,
3. Submit form M50,
4. Check print office,
5. Control after check,
6. Distribute check or send to bank and
7. Receipt of check.
Performance: there is one performance indicator associated with this service include: percentage: % of payments processed within two business days from receiving payment request meeting control requirements.
Improvement: The service is currently supported by AFMIS database.
Allotment Processing
Description: Allotment processing in all Ministries,
To deliver this service MoF relies on the services provided by other government agencies, such as: preparing allotment requests of budget for all ministries.
The inputs to this service include: B27 form for allotment issuing. The output to this service includes: B27 form for allotment processing.
Process: The process for delivering this service includes the following steps:
1. Distribute B4 form,
2. Request for budget,
3. Distribute to each sector,
4. Evaluation from each sector,
5. Evaluation from budget committee,
6. Approval from budget committee,
7. Approval from Parliament,
8. Approval from Presidency of Afghanistan,
9. Distribute budget to each ministry by form B27,
10. Request budget from each ministry by form B27,
11. Evaluation from sector of budget,
12. Approval from budget department,
13. Send to treasury department and
14. Distribute budget to ministry.
Performance: there is one performance indicator associated with this service which is timely processing of the allotment, within one day.
Improvement: The service currently supported by the AFMIS database
Budget Formulation/ Revenue Formulation
Description: Budget formulation/ Revenue formulation. To deliver this service MoF relies on the service provided by other government agencies, such as: Revenue processing, large tax/ medium tax/ small tax offices.
The inputs to this service include: B4 budgeting form. The output to this service includes: B4 budgeting form.
Process: the process for delivering this service includes the following steps:
1. Distribute tax form,
2. Declaration form filled,
3. Evaluation declaration,
4. Pay money to bank,
5. Evaluation all documents and declaration of company,
6. Make copy of letters, and
7. Take copy of final possessing paid tax.
