Concerning the needs of building Afghan government’s public administration capacity to provide faster and better services, ensure transparency and accountability of public expenditure, in year 2012 the Afghan government launched the Capacity Building for Results Program. The Capacity Building for Results Program “CBR” is an Afghan led institutional reform and capacity building program, formed with the aim to assist the government of Islamic Republic of Afghanistan (GIRoA) in improving the capacity and performance of the core line ministries in carrying out their mandates and delivering efficient and quality services to the Afghan people.
CBR program implements specific capacity and institutional building programs with systematic monitoring of and reporting on results and also provides necessary resources aimed to improve the overall performance and service delivery of the ministries and ensure they attract and employ qualified national staff on a long-term basis and within the framework of Afghan civil service. CBR program is funded through Afghanistan Reconstruction Trust Fund (ARTF) under the Afghan National Budget.
As a supporting body, CBR program assists the core line ministries to integrate and incentivize their restructuring, organizational, staffing, institutional and human capacity development efforts in a strategic manner to deliver clear budget execution and service delivery targets supported by a framework of approved rules.
The Capacity Building for Results Program has four inter-related components:
1. Technical Assistance Facility for the Preparation and Implementation of Capacity Building Programs;
2. Building Human Capacity;
3. Civil Service Training; and
4. Project Management, Monitoring and Evaluation
All line Ministries can apply to participate in the CBR but the level of support provided to the ministry will depend on the proposed reforms, progress pace, and quality of implementation. The support provided by CBRP has three layers (Tier 1=Basic, Tier 2= moderate and Tier 3= Comprehensive) considering specific and transparent criteria for each tier to obtain support from CBR. This program is coordinated with all current on-budget and off-budget technical assistances which are being provided to the Line Ministries to improve the synergism and avoid from duplication.
CBR program is supervised by a Steering Committee which is composed from the Minister of Finance and the Chairman of IARCSC and Deputy of OAA and managed by two Project Support Units (PSUs) one at the Ministry of Finance (MoF), and Independent Administrative Reform and Civil Services Commission. Both PSUs coordinate their activities, while the MoF-PSU is responsible for components 1&4 of the project; and the IARCSC PSU is responsible for coordination of components 2 & 3 related activities of the program.
