Introduction:
The Afghanistan Revenue Department (ARD) is an IEA Institution responsible for the administration and collection of tax and non-tax revenue.
To build on the achievements made to date, the ARD intends to improve its systems and processes and create an efficient and transparent environment for the taxpayers to easily and transparently pay taxes.
ARD administers taxes for large, medium and small taxpayers. It regularly identifies and registers (according to the law each three years) small taxpayers. Through the project of “small taxpayers’ identification and registration” it intends to register new businesses to the system and review performance of the currently registered business for any decrease or increase in their tax obligations.
The ARD is committed for further improving tax system, ease the processes, and make revenue collection transparent and accountable.
Job Summary:
The Project Manager for Small Taxpayers Identification and Registration upon appointment will be responsible to properly manage the project according to the applicable tax regulations, tax laws and project plans. Ensure success of the project, and achieve targets assigned for taxpayers’ identification and registration. He will be responsible for teams’ coordination, transparency in the process of identification & registration, conflict resolution and reporting to the Director of Small Taxpayers Office and the Director General for Revenue.
Duties and Responsibilities:
- Plan, design and implement project activities, targets, timeline and work processes for the small taxpayers’ identification and registration as planned,
- Assist Small Taxpayers Office’s Director in project scope, goals and deliverables.
- Support and direct the team
- Identify project challenges and prepare risk mitigation plan.
- Properly assign teams of the supervisors and field staff and closely monitor them.
- Remain engaged and initiate coordination among the teams of supervisors and field staff and properly solve issues if arise.
- Lactate areas via GPS for the teams and supervisors for identification and registration of taxpayers.
- Organize sticker numbers distribution to the small taxpayers.
- Proper file management of the taxpayers’ and data entry into the database.
- Properly organize transfer of files to relevant taxpayers’ centers, following its entry to the system.
- Manage transportation facilities to the field teams and supervisors.
- Management of the project resources.
- Monitor field team members and their supervisors’ performance and instruct them regularly and when needed.
- Regularly collect reports from the supervisors and field teams.
- Properly track all deliverables via logical framework table.
- Monitor and report on project progress weekly and monthly basis to the Director of Small Taxpayers Office and Director General of the Revenue. Moreover, present to stakeholders reports on progress as well as problems and solutions
- Implement and manage change when necessary to meet project outputs
- Evaluate and assess the result of the project
- Any other relevant task assigned by the management.
Job Requirements:
- At least Bachelor’s degree in economics, business administration, public policy, trade, finance, human resources, law or any other relevant area, Master’s degree in relevant field is preferred.
- Having Master’s degree or its equivalent degree with 5 years of working experience, or having bachelor’s degree with 7 years of professional experience in project management.
- Ability to communicate effectively.
- Proven leadership and organizational skills.
- Excellent planning, monitoring and reporting skills.
- Excellent written and verbal skills in Pashto, Dari and English.
- Demonstrated teamwork, coordination, and integrity.
- High accountability and good team work spirit.
- Conflict resolution and management skills.
- Excellent computer skills (Ms. Office, Internet, GIS and usage of electronic communication means)
