About Ministry of Finance:
The Ministry of Finance (MoF) manages and executes budget, collects taxes, organizes and controls public expenditure, and finally manages customs. Every government has to know the status of its revenues and expenditures, the management of its financial resources and to allocate them effectively.
Currently, a major share of the Afghanistan government budget is financed by international assistance. The Ministry of Finance, as the responsible body for public finance and expenditure, increasingly becomes more influential on coordinating and managing international assistance to Afghanistan, and convinces donors to channel more funds through the government treasury.
For the past few years, the Ministry of Finance has been trying to regulate its activities according to international rules and regulations. To achieve this goal, MoF established a recruitment section, as well as a Policy Design and Execution Unit, and has continually embarked on training and capacity building of its staff.
The Ministry’s aim is to manage financial affairs of the country through standard economic principles, so that Afghanistan becomes economically sustainable, secure, and self-sufficient, to ensure that public wealth is used in an accountable and transparent manner.
Job Description:
Job Summary:
The incumbent of this position will be an integral member of the Human Resources Directorate of Ministry of Finance being responsible to work closely with the HR Director and HR Support Unit Coordinator on tasks related to analysis, control, development and or implementation of HR policies, strategic plans, procedures and concept papers or proposals for certain reform initiatives if needed and recommend necessary changes to the existing policies, making sure that major policy changes and refinements are properly coordinated with the related departments.
The preferred candidate shall have current or former work experience in Human Resources Management particularly in HR policy and strategic documents’ revision, analysis and development and should have managed similar assignments in public sector entities, Masters’ or Bachelors’ degree in Business Administration, Strategic Management, Public Administration or any other relevant fields from a reputable university. Other trainings and experience that provides the knowledge, skills and abilities necessary to perform more effectively in this position may also be considered.
A scope of work of the incumbent includes, but is not limited to the following;
Duties and Responsibilities:
- Conduct a comprehensive review of the existing policy and strategic documents to pin-point their technical gaps and bring in the required modification/ update;
- Assist the HR directorate in developing long and short term HR strategy, clearly showing HR needs and how HR Directorate will fulfill them, assist and train relevant staff in implementation of relevant strategies;
- Extensive updating and rewriting of policies/ strategic documents and related agreements;
- Advise relevant Section Heads and employees on the interpretation of HR policies, strategic documents and policy issues;
- Conducts studies on local and regional institutions and administrations on policy issues and best HR practices;
- Coordinate with related departments and sections on major policy changes to maintain Ministry’s competitiveness;
- Audit HR policies and procedures and monitor its application to ensure consistent implementation and conduct policy awareness programs;
- Maintain knowledge of Ministry’s HR policies and procedures and identify the need for new policies and recommend changes to existing policies providing continuous review process of HR policies and procedures;
- Assist the HR Directorate in drafting different proposals, concept papers, mechanisms on certain reform initiatives, as and when required;
- Review, revise, develop and implement both; new and existing HR policies;
- Act as the focal point for all HR policy issues and concerns;
- Develop a comprehensive communication mechanism and implementation matrix for the effective and smooth implementation of HR policies and strategic documents;
- Perform any other tasks as assigned by the HR Support Unit Coordinator or HR Director.
Job Requirements:
The candidate must be an Afghan National. The minimum qualifications, skills and experiences required for this position are as follows;
- Master's degree in Business Administration, Strategic Management, Public Administration or any other relevant fields from a reputable university;
- Five years of practical and relevant experience in HR at strategic, policy and advisory levels leading reform initiatives in public sector programs/ projects;
- Coaching/ mentoring experience with government, non-government organizations (NGOs) or donor agencies;
- Policy analysis, writing and development skills;
- Research and analytical skills;
- Planning and report writing skills;
- Fluency in reading, writing and speaking Dari, Pashto and English languages;
- Computer proficient and excellent skills of Ms. Word and Ms. Excel;
- Ability to work under pressure and to long hours then the office time if required.
