The Islamic Republic of Afghanistan has received financing from the World Bank toward the cost of the Payment Automation and Integration of Salaries in Afghanistan Project (PAISA)and intends to apply part of the proceeds toward payments under the contract “Procurement of Software License and Storage for AFMIS of Ministry of Finance.

The Ministry of Finance now invites sealed Bids from eligible Bidders for“ Procurement of Software License and Storage for AFMIS.
- Bidding will be conducted through National Competitive Bidding (NCB) using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers ”July 2016 edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from Ministry of Finance Procurement Directorate, Mr. Ragheb Sadiqi, ragheb.sadiqi@mof.gov.afand inspect the bidding document during office hours 8:00 to 16:00 Kabul Time at the address given below.
- Pre-Bid Meeting will be held on 01/August/2021at 10:00 A.M Kabul Time and the Bids must be delivered to the address below on or before 14/August/2021 at 10:00 A.M Kabul Time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 14/August/2021 at 10:00 A.M Kabul Time.
- All Bids must be accompanied by a Bid Security of: AFN360,000 (Three Hundred and Sixty Thousand Afghanis)
- Financial Capability: The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
- Annual turnover for any one year during past five years:AFN12,200,000 Twelve Million Two Hundred Thousands Afghanis )
- Statement/ Liquid Asset: The Bidder shall provide Bank’s Documentary Evidence with amount of: AFN 3,200,000 (Three Million Two Hundred Thousand)
- Experience: The Bidder shall furnish documentary evidence to demonstrate that it has executed and meets the following experience requirement(s):
The Bidder has satisfactorily completed at least one similar nature contract for supply of similar goods in the preceding on of the five years of: : AFN7,500,000 ( Five Million and Five Hundred Thousand Afghanis )
