About Ministry of Finance:
The Islamic Emirate of Afghanistan Ministry of Finance in particular the SOEs and SOCs Directorate General along with other stockholders is responsible for the efficient implementation of the law across the whole portfolio of 35-SOEs and 14-SOCs as soon is enacted.
As the SOC law implementation is comprehensive and contain multitasking reform process such as SOEs and SOCs Legal Status changes, Introduction of New Supervisory Board, Management Units, Updating of SOC Charters and many other Business development functions. It is clear that capacity building and possible structural reform within the SOCs and SOC General Directorate areas of the Ministry of Finance would yield better results, both in the operations and as a contribution to mitigating the fiscal risk from the SOEs SOCs
Job Description:
The Business Strategy and Planning Analyst will be closely working as a board of director member of a state-owned corporation under the direct supervision of a state-owned corporation’s supervisory board. Business planning & strategy provides vision, leadership, and direction in the planning and implementation of Business goals and priorities, effective processes, and technology that support the retail operations and contributes to improved operational excellence and business development. The specialist plays a key role in SOCs business strategy and planning and its analysis by providing support on regular basis to relevant departments of the SOC.
Job Requirements:
The roles and responsibilities of the business strategy and planning analyst board member are as follow but not limited to:
- Attending BOD meeting regularly.
- Pre-season business planning- Leads strategic plans and KPIs for the full business operation across all sectors.
- Strategic Lead- Supports strategic planning, projects, and special initiatives, prepares test cases, analyzes business trends, and coordinates product needs between consumers and competitors to achieve sales and profitability objectives.
- Industrial Cluster Identification: identify the cluster stakeholders and supply chain players to develop a supporting strategy for all involved SMEs and large-scale businesses.
- To support the SOC’s cluster function in managing all commercial/business planning, controlling, and reporting activities within the DG-SOC office, and support all other strategy and commercial related activities as necessary.
- Lead key planning processes, including but not limited to annual business plans, budgets, forecasts and long-term plans.
- Lead the strategic planning exercises (budget, forecast, LTP...) to ensure maximum return and efficiency of the resources in the region.
- Screen potential business deals by analyzing market strategies, strategic and business plans’ analysis, deal requirements, potential, and financials.
- Focusing the SOCs on delivering business value, process transparency, and leadership
- Coordinates/supports development of Strategy Reviews of Global Data, Insight & Analytics (GDIA) strategy and plan.
- Other responsibilities and duties according to the Law on SOCs.
- Develop plans to materialize strategy and analyze business proposals
- Assess the company’s operational and strategic performance
- Align processes, resources-planning and department goals with overall strategy

Job Requirements:
- Education
- Bachelor’s or master’s degree holders (business or relevant field) seven and five years minimum experience in Government agencies and with international NGOs relevant financial experience required respectively. MBA is a plus.
- Knowledge of data analytics and reporting related to financial metrics.
- Experience in handling of web-based management systems and CRM, ERP, or other relevant software.
- Proficiency in MS Office.
- Experience
- Prior GD-SOCs and Ministries experience and familiarity with its policies and procedures, particularly in the applicable job area, is an added advantage.
- Prior experience as a Strategic Planner or Business Consultant/analyst.
- Business academic studies or certification from a reputable institution is a distinct advantage.
- Language
- Fluency in Pashto, Dari, and English
