MIS Specialist
General Directorate of Internal Audit - Ministry of Finance
Job summary:
The Management Information System (MIS) specialist is responsible for the performance, integrity, security, maintenance and administration activities of Audit Management Information System (AMIS) and its Database at General Directorate of Internal Audit.
The MIS specialist will also be responsible in development, maintenance and adding any new features in current web-based Audit Management Information System for the General Directorate of Internal Audit, Ministry of Finance as well as troubleshooting any issues on behalf of the users.
MIS Specialist will be focusing on the achievement of the following results:
- Installation, configuration, troubleshooting, and maintenance of Database and Application systems.
- Performance, Capacity Monitoring and day-to-day database Administration and AMIS Maintenance Activities.
- Ensure that confidential information is stored securely and provide with a back-up system, Backup and recovery of local and remote replicated databases.
- Provide enterprise-wide support for database storage and backup administration.
- Establish appropriate end-user database access control levels.
- Make any minor changes to existing databases and system architecture.
- Adding Additional features to the current System based on the organizational needs.
- Workflow and reporting design in application.
- Creation and management of user accounts for Audit Application end-users.
- Conducting training; providing information and awareness; resolving problems of End Users.
- Monitor MIS performance regularly to avoid unplanned outages and down times.
- Proper Management of Test Environment for Verification Purposes.
- Responsible for creating and managing various database users.
- Roles management in Audit Management System.
- Any other tasks assigned by Director General Internal Audit.
Capacity & Institutional Development Responsibilities
- Conduct capacity building program for the audit staff on AMIS
- Participate in the implementation of learning and training development plan
- Provide in-house and on job training to audit staff on AMIS
- Contribute to the ongoing development of professional practices within Department
- Review AMIS user manual prepared by the department and provide expert guidance
Job Requirements
Education and Professional Qualification:
- Minimum Bachelor’s degree in Computer Science/Information Systems or similar
- Master’s degree in relevant field is preferred
- Having Technical Certification of MS SQL Server or Oracle Certified (OCP)
- Microsoft Certified Solutions Developer (MCSD) Web Application is preferable
- Proven and practical knowledge of working with Database Development and Maintenance (MS SQL, Oracle)
- Proven and practical knowledge of Programming (Microsoft. dotNetCore ,ASP.NET, C# / Vb.net, JavaScript , jQuery, Anguler.js, dotnetCore server and IIS)
Experience:
- Having at least Master’s degree or its equivalent degree with 5 years of working experience or having bachelor’s degree with 7 years of relevant work experience in the field of Database Development/ Software Development and Programming.
- Experience in Internal Audit is preferable.
Language:
- Proficiency in written and spoken of Pashto, Dari and English languages.
- Ability to train end users in Pashto, Dari and English Languages.
