1.     The Islamic Republic of Afghanistan intends to apply for financing from the World Bank toward the cost of the Fiscal Performance Improvement Support System (FSP) Grant No, D2630-AF, and intends to apply part of the proceeds toward payments under the contract for Internet Services; The redundant link is required to maintain 24/7 AFMIS operation in 34 provinces.

2.     The Procurement Directorate, Ministry of Finance now invites sealed Bids from eligible Bidders for Internet Services; The redundant link is required to maintain 24/7 AFMIS operation in 34 provinces

3.    Bidders are required to meet the Qualification requirements listed briefly hereunder. [Bidders are advised to refer to the Bidding documents for complete details in this regard.]

       (a) The minimum required annual volume of the services, namely; 15,614,865.00 (Fifteen Million six hundred fourteen thousand eight hundred sixty five AFN) in any of last five 5 years.

       (b) The experience required to be demonstrated by the Bidder should include as a minimum             that it has executed during the last 5 years the following: 12,500,000.00 (Twelve Million five hundred thousand AFN) for internet services.

       (c) The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be; 3,500,000.00 (Three Million and Five Hundred AFN) Bank statements or line of credit.

4.     Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers July 2016 edition (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

And inspect the bidding document during office hours 08:00 TO 16:00 Local Time Kabul, Afghanistan. At the address given below, 2ND Floor, Procurement Directorate, Ministry of Finance.

6.     The bidding document is in English.

7.     Bids must be delivered to the address below 2nd Floor, Procurement Directorate, Ministry of Finance on or before 10:00AM, 12 December, 2019. Electronic Bidding will [will not] be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below 2ND Floor, Procurement Directorate, Ministry of Finance.

8.     All Bids must be accompanied by the amount and currency of bid security shall be; 470,000.00 (Four Hundred and Seventy Thousand AFN) issued by bank.
