About Ministry of Finance:

CPA Afghanistan is the only professional accountancy organization in Afghanistan and the regulator the accountancy profession in Afghanistan with particular focus on Professional accountancy education and professional qualification, Practice licensing and registration of individuals and Audit firms, Adoption and implementation of international standards for use in Afghanistan and Professional conduct, including external quality assurance, investigation of misconduct and disciplinary measures. The CPA is works under the Treasury department of the Ministry of finance.

 

Job Description:

The Senior Professional Qualification Specialist will be responsible for the day to day operations of the Professional Qualification Department and other mentioned below.

 

Job Requirements:

Duties and Responsibilities

1. Provide advice and guidance necessary to make decisions in the relevant departments to increase efficiency of operations in the departments.

2. Development and recommendation for the Policies and Procedures for the professional qualification department.

3. Stipulation of Afghanistan’s accounting and auditing Framework i.e. IFRS for SMEs, IFRS and ISA

4. Drafting and finalizing of Afghanistan version tax and law papers of ACCA

5. Conducting monitoring visits of the Approved Learning Partners and report on the observations made

6. Arranging meetings with ALPs from time to time

7. Developing plans to increase number of students by visiting different universities, awareness and other ways

8. Monitoring the bachelor program in Kabul University to ensure quality measures are in place as required

9. Developing a plan and implementing it to establish the Institute of Professional Accountants of Afghanistan

10. Working with different stakeholders including, ACCA, International Islamic University of Malaysia (IIUM)

11. Cooperating with the Licensing department in relation to issuing licenses to eligible candidates

12. Responsible for the Department’s self-assessment of CAPA maturity model from time to time in line with the IFAC membership objective SMO 2

13. Assessing level of details of CPA duties/responsibilities that should prescribed in law and those that should be separately addressed through bylaws to allow more flexibility for future needed amendments, if any.

14. Prescribing penal provisions for non-compliance with the CPA Afghanistan

15. Prescribing the actual curriculum and certification program to be adopted nationally.

16. Development of the Quarterly and Yearly activity plan for the Department

17. Creating and managing long-term goals in line with the requirement of CAPA, SAFA and IFAC.

18. Responsible for any task assigned by the senior management and Board Members of CPA.

Managerial Duties

1. Preparation of monthly, quarterly and annually plans in accordance with the plan of the general administration, in order to achieve intended goals.

2. Prepare and deliver workshops, seminars and trainings to employees of the organization to transfer professional skills.

3. Management and performance evaluation to determine the training needs for the capacity development of employees and departments.

4. Submit monthly, quarterly, and annual reports on the activities and achievements of the relevant departments, and if necessary, inform the management.

5. Execution of other duties if assigned by competent authorities according to laws, regulations and objectives.

Coordinating Duties

Ensuring communication and coordination with related departments.

Job Requirements

1. Must be Afghan National

2. ACCA, CA, CPA (Member/Affiliate)

3. 5+ years of experience in Audit and Accounting

4. Excellent knowledge of IAS’s/IFRS’s, ISA’s and ISQC-1.

5. Excellent written and verbal communication skills in Pashto, Dari and English languages.

6. Excellent presentation and project team management skills.

7. Knowledge of global professional accountancy practices and organizations.

8. Knowledge of IFAC, CAPA, SAFA and other International bodies.

9. Well familiarity of Institutional frameworks of other countries like, UK, USA and Asian countries.

10. A high level of ethical standards and integrity (as indicated by personal references
