About Certified Professional Accountants Afghanistan
Certified Professional Accountants of Afghanistan (CPA Afghanistan) has been established in 2013 with the aim to regulate the accountancy profession in Afghanistan. The main objectives of the CPA Afghanistan are as follow:
1. To enhance Professional accountancy education and professional qualification in Afghanistan
2. Practice licensing and registration of individual accountants/auditors and audit firms
3. Adoption and implementation of international financial standards in Afghanistan
4. Professional conduct, including external quality assurance, investigation of misconduct and disciplinary measures

Job Summary: The Director of CPA Afghanistan will be responsible for the day to day operation of the CPA Afghanistan team.

Duties and Responsibilities:
Key Accountabilities:
- Prepares TORs of staff and consultants to be engaged on the project relating to the CPA Afghanistan and processes the procurement under the direction of the Director General Treasury and with technical inputs from the program manager.
- Reviews related invoices of consultants and contract staff and submits for approval.
- Organizing programs and activities in accordance with the mission and goals of the organization.
- Developing new programs to support the strategic direction of the organization.
- Creating and managing long-term goals.
- Developing a budget and operating plan for the program.
- Developing an evaluation method to assess program strengths and identify areas for improvement.
- Review/supervise all department report and give tasks/assignment
- Review Quality Assurance department activities and report and Exam development and accreditation of two syllabi (Corporate and Business law & Taxation) Afghanistan variant
- Meeting with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
- Producing accurate and timely reporting of program status throughout its life cycle.
- Analyzing program risks.
- Ensuring effective quality assurance and the overall integrity of the programme - focusing inwardly on the internal consistency of the program, and outwardly on its coherence with infrastructure planning, interfaces with other programmes and corporate, technical and specialist standards
- Working closely with different stakeholders including, ACCA, International Islamic University of Malaysia (IIUM)
- Monitoring the bachelor program in Kabul University to ensure quality measures are in place as required
- Organizing and arranging meeting with different stakeholders of CPA Afghanistan
- Setting targets and plan activities with heads of departments and following up with same to ensure objectives are achieved
- Arranging and participating in the board meeting when required and implementation of the decisions made in the board meetings
- Arranging various programs and conferences to improve the capacity of employees if needed
- Creating and managing long-term goals in line with the requirement of CAPA, SAFA and IFAC.
- Stipulation of Afghanistan’s accounting and auditing Framework i.e. IFRS for SMEs, IFRS and ISA
- Ensuring that the plans and actions of the Professional Accountants Organization are in accordance with the laws of the country, international principles including SAFA, CAPA, IFAC organizations.
- Working on CPA Assessment and way forward to achieve the IFAC membership
- Prepare and execute the action plan
- Prepares requests for all other expenditures to support the project objectives and in line with approved action plan.
- Prepares requests for procurement and provide facilitation to support the consultant experts of the project and CPA Afghanistan Board.
- Prepare periodic management reports for the Director Accounting, among other things.
- Responsible for any task assigned by the DG Treasury and Board Members of CPA Afghanistan.
Managerial Duties:
- Preparation of monthly, quarterly and annually plans in accordance with the plan of the general administration, in order to achieve intended goals.
- Accountability of work performance and ensuring transparency in the relevant departments according to the applicable laws of the country.
- Prepare and deliver workshops, seminars and trainings to employees of the organization to transfer professional skills.
- Proposing budget requirements based on the annual work plan of the relevant directorate.
- Management and performance evaluation to determine the training needs for the capacity development of employees and departments.
- Submit monthly, quarterly, and annual reports on the activities and achievements of the relevant departments, and if necessary, inform the management.
- Execution of other duties if assigned by competent authorities according to laws, regulations and objectives.

Job Requirements:
- Must be Afghan National
- ACCA, CA, CPA, ICAEW (Member/Affiliate)
- 4 to 5 years of experience in Audit and Assurance, project financial management or similar field
- Excellent knowledge of IAS’s/IFRS’s, ISA’s and ISQC-1.
- Excellent written and verbal communication skills in Pashto, Dari and English languages.
- Excellent presentation and project team management skills.
- Excellent computer experience in Excel, Word and PowerPoint.
- Knowledge of global professional accountancy practices and organizations.
- Knowledge of IFAC, CAPA, SAFA and other International bodies.
- A high level of ethical standards and integrity (as indicated by personal references)
