Job Description:
The basic objective of the assignment is to strengthen and build the internal and/or financial audit function of Ministry of Finance as per the best practices and auditing standards of IIA and IFRS through capacity building and institutional development
Job Requirements:
Plan and perform audits to confirm internal compliance with approved policies, procedures and generally accepted construction standards and codes.
- Plan and conduct audits of construction and/or restoration projects from start to finish
- Carry out audit of construction affairs i.e. building, electrical work, water supply, sanitation, etc.
- Plan risk-based audit for construction and restoration projects, ensuring the existence of maps/designs and the conformity of the actual versus planned work.
- Collect, prepare, and organize physical and digital documentation for auditing processes
- Identify key areas and issues for further investigation and analysis
- Evaluate figures, accounts, and statements with audit team members
- Document findings and communicate orally and/or in writing to the concerned Director and Director General on their compliance, performance and potential for improvement
- Recommend and advise on effective implementation of audit recommendations.
- Develop clear and complete reports of audit procedures and findings
- Develop process improvements, standard tools and procedures to improve quality and efficiency of audit
- Maintain audit documentations according to established standards/practices.
- Finalize audit reports and submit to the Director General Internal Audit
- Provide technical assistance and support in preparing audit reports
- Perform other assignments or tasks as determined by Director General Internal Audit / Director Assets Audit & Capacity Building
Capacity & Institutional Development Responsibilities
- Conduct capacity building program for the audit staff
- Provide in-house and on job training to audit staff
- Review drafts of audit reports prepared by audit teams and provide expert guidance
- Review working papers/manuals prepared by the department and provide expert guidance
Job Requirements
Education and Professional Qualification:
- Academic Qualification should at least be GRADUATION in the field of Industrial or Civil Construction from a credible national or international institution. Master’s degree in this field is preferred.
- Professional Certification as Association of Chartered Certified Accountants (ACCA), Certified Internal Auditor (CIA), Chartered Accountant (CA) or other similar and equivalent designation desirable
Experience:
- Having at least Master’s degree or its equivalent degree with 5 years of relevant working experience or having bachelor’s degree with 7 years of professional experience in the relevant field.
Language:
Fluency in Dari, Pashto & English (Reading, Writing, and Speaking) is must.
Other Skills:
- Proven inter-personal skills
- Good computer operating skills (MS. Office & Internet)
- Good understanding of Engineering related software i.e. SAP, SAFE, ETABS, Auto Cad, Civil 3D, GIS, Primavera
- Good understanding of procurement and contract laws and regulations
- Ability to work in a team environment
- Ability to work according to tight deadlines
- Proficient at detailed report writing and presentation
