About Certified Professional Accountants Afghanistan

 Certified Professional Accountants of Afghanistan (CPA Afghanistan) has been established in 2013 with the aim to regulate the accountancy profession in Afghanistan. The main objectives of the CPA Afghanistan are as follow:

1.     To enhance Professional accountancy education and professional qualification in Afghanistan

2.     Practice licensing and registration of individual accountants/auditors and audit firms

3.     Adoption and implementation of international financial standards in Afghanistan

4.   Professional conduct, including external quality assurance, investigation of misconduct and disciplinary measures

Job Summary: The Senior Membership and Licensing Specialist will be responsible for the day to day operations of the Membership and Licensing Department.

Duties and Responsibilities:

Key Accountabilities:

  1. Provide advice and guidance necessary to make decisions in the relevant departments to increase efficiency of operations in the departments.
  2. Development and recommendation for the Policies and Procedures for the membership and licensing department.
  3. Assisting the program manager in leading the membership and licensing department
  4. Monitoring the bachelor program in Kabul University to ensure quality measures are in place as required
  5. Examine the qualification of the applicant under the CPA Afghanistan Qualification Pathways.
  6. Advise whether the applicant should be registered or the application should be rejected.
  7. To advise the Management on the issuance and renewal of practice license to Individuals and Firms affiliated with CPA Afghanistan.
  8. Cooperating with the professional qualification department in relation to issuing licenses to eligible candidates
  9. Responsible for the Department’s self-assessment of CAPA maturity model from time to time in line with the IFAC membership objective SMO 2.
  10. Close cooperation with the Association of Certified Accountants ACCA in order to issue licenses to real and legal applicants
  11. Developing database to register accountants/auditors and external audit companies.
  12. Development of the Quarterly and Yearly activity plan for the Department
  13. Creating and managing long-term goals in line with the requirement of CAPA, SAFA and IFAC.
  14. Responsible for any task assigned by the Program Manager, DG Treasury and Board Members of CPA Afghanistan.

Managerial Duties:

  1. Preparation of monthly, quarterly and annually plans in accordance with the plan of the general administration, in order to achieve intended goals.
  2. Prepare and deliver workshops, seminars and trainings to employees of the organization to transfer professional skills.
  3. Management and performance evaluation to determine the training needs for the capacity development of employees and departments.
  4. Submit monthly, quarterly, and annual reports on the activities and achievements of the relevant departments, and if necessary, inform the management.
  5. Execution of other duties if assigned by competent authorities according to laws, regulations and objectives.

Coordinating Duties:

Ensuring communication and coordination with related departments.

Job Requirements:

  • Must be Afghan National
  • Qualified professional accountant (CPAs, CAs, ACCAs, member, affiliates and professional level students)
  • At least 5 years of professional experience with demonstrable understanding and experience in the application of IFRSs, ISAs, and other standards issued for the accountancy profession.
  • Extensive knowledge of Afghanistan’s regulations related to the practice of accounting and auditing.
  • Excellent knowledge of IAS’s/IFRS’s, ISA’s and ISQC-1.
  • Excellent written and verbal communication skills in Pashto, Dari and English languages.
  • Excellent presentation and project team management skills.
  • Excellent computer experience in Excel, Word and PowerPoint.
  • Knowledge of global professional accountancy practices and organizations.
  • Knowledge of IFAC, CAPA, SAFA and other International bodies.
  • Well familiarity of Institutional frameworks of other countries like, UK, USA and Asian countries.
  • A high level of ethical standards and integrity (as indicated by personal references)
