 Certified Professional Accountants of Afghanistan (CPA Afghanistan) has been established in 2013 with the aim to regulate the accountancy profession in Afghanistan. The main objectives of the CPA Afghanistan are as follow:

1.     To enhance Professional accountancy education and professional qualification in Afghanistan

2.     Practice licensing and registration of individual accountants/auditors and audit firms

3.     Adoption and implementation of international financial standards in Afghanistan

4.   Professional conduct, including external quality assurance, investigation of misconduct and disciplinary measures

Job Summary: The Senior Quality Assurance Specialist will be responsible for the day to day operations of the Quality Assurance and Professional Conduct Department.

Duties and Responsibilities:

Key Accountabilities:

1. Provide advice and guidance necessary to make decisions in the relevant departments to increase efficiency of operations in the departments.
2. Development and recommendation for the Policies and Procedures for the Department.
3. Interaction and Reporting with Association of Chartered Certified Accountants (ACCA), Confederation of Asian and Pacific Accountants (CAPA), South Asian Federation of Accountants (SAFA), and International Federation of Accountants (IFAC).
4. Planning, Execution and finalization of the Quality Assurance Review of the registered audit firms.
5. Guidance and support to the Quality Assurance Reviewer.
6. Conducting the review of the Quality Control System of the registered audit firms as per ISQC-1.
7. Conducting the performance evaluation of external audit firms requesting for license.
8. Conducing the review of the audit firms completed engagements as per ISA’s.
9. Documenting the list of the reviews conducted during the year.
10. Records for the list of satisfactory and un-satisfactory audit firms.
11. Interaction with the registered audit firms.
12. Developing a plan and implementing it to establish the Institute of Professional Accountants of Afghanistan
13. Preparing activities report of the CPA Afghanistan to the Board CPA Afghanistan.
14. Development of the Quarterly and Yearly activity plan for the Department in line with IFAC Statement of Membership Obligations (SMO).
15. Quarterly Compliance Report with CAPA, SAFA and IFAC requirements.
16. Preparation of Progress and activity report pertain to the Quality Assurance Department.
17. Creating and managing long-term goals in line with the requirement of CAPA, SAFA and IFAC.
18. Cooperation with the Supreme Audit Office for the implementation of international financial reporting and auditing standards
19. Responsible for any task assigned by the Program Manager, DG Treasury and Board Members of CPA Afghanistan.

Managerial Duties:

1. Preparation of monthly, quarterly and annually plans in accordance with the plan of the general administration, in order to achieve intended goals.
2. Prepare and deliver workshops, seminars and trainings to employees of the organization to transfer professional skills.
3. Management and performance evaluation to determine the training needs for the capacity development of employees and departments.
4. Submit monthly, quarterly, and annual reports on the activities and achievements of the relevant departments, and if necessary, inform the management.
5. Execution of other duties if assigned by competent authorities according to laws, regulations and objectives.

Coordinating Duties:

Ensuring communication and coordination with related departments.

Job Requirements:

• Must be Afghan National
• ACCA, CA, CPA, ICAEW (Member/Affiliate)
• 4 to 5 years of experience in Audit and Assurance (Big 4 accountancy firms is a plus)
• Excellent knowledge of IAS’s/IFRS’s, ISA’s and ISQC-1.
• Excellent written and verbal communication skills in Pashto, Dari and English languages.
• Excellent presentation and project team management skills.
• Excellent computer experience in Excel, Word and PowerPoint.
• Knowledge of global professional accountancy practices and organizations.
• Knowledge of IFAC, CAPA, SAFA and other International bodies.
• A high level of ethical standards and integrity (as indicated by personal references)
