The Ministry of Finance has received financing from the World Bank toward the cost of the Fiscal Performance Improvement Support Project (FSP)and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Consulting Services for Tax payer Satisfaction Survey for Revenue.
The duration of the project would be Three and Half Months.

The Ministry of Financenow invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultantsshould provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are:
The short-listing criteria
- The Consultant should be registered legal entity and should have been in business for the last 5 years in providing Consultancy Services. (The consultant is required to provide the Copy Certificate of Incorporation issued by relevant authority in country of establishment).
- The Consultant shall demonstrate having sound financial standing by submitting audited financial reports or any other credible financial documents for the last three years (2017, 2018 and 2019) where the consultant’s turnover for any of the last three should be USD 30,000.00.
- The consultant shall provide proven experience for completed a minimum of one contract with the value ofUSD29,000.00 having executed during last 5 years of similar nature indicating the duration, value and years of performance, which should showcase the expertise/ strength of the consultant for undertaking such assignments.
Guidance Note for JV and Sub-Consultants:
The requirements for Consultants who intends to associate with other firm(s) in the form of a Joint Venture (JV) or Consortium or a sub-consultancy to enhance their qualifications are indicated as under:

- The lead partner is required to be identified clearly and state the composition and nature of their association (JV/ sub-consultant) in their EOI.
- In case of JV, both the lead and partners shall meet all the requirement indicated above.
- In case of Consultant who intends to associate with other firm(s) in the form of a sub-consultancy, the lead partner shall provide valid reason for proposing a sub-consultant.
Note:The Consultant should explain the exact role played by the Consultant in the assignment if the assignment was carried out in association with other firms as JV.
- The Consultant must have access to a good network of experienced enumerators, supervisors and data managers. The names of the Project Manager, Research Executive, Data Processing Supervisor and Field Supervisor, and their specific responsibility must be mentioned in the consultant’s offer.
- The Consultant must attach the CV of the four identified key members with the proposal.
- Strong references & feedback from three recently completed surveys in Afghanistan must be included in the proposal.
- The Consultant shall hold and maintain confidential all materials and information which shall come into its possession, or knowledge in connection with the Contract or its performance, and not to make use thereof other than for the purpose of the contract.
- After the completion or termination of the Contract, all materials, data, proprietary information and other related documents provided to the Consultant and which have been derived in relation to and as a consequence of the implementation of the Contract, shall be immediately turned over to ARD without need of demand.
- The Consultant shall fulfill its obligations under the Contract by using its technical expertise and according to the best – accepted professional and industry standards.
The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: information on conflict of interest related to the assignment as per paragraph 3.17ofthe Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a jointventure and/or asub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Least Cost Based Selection methodset out in the Procurement Regulations.
