Introduction:
Afghanistan Revenue Department (ARD) within the structure of the Ministry of Finance oversees tax and non-tax revenue administration. Despite progresses, operational gaps persist. To enhance organizational structure and coordination, the ARD seeks Research and Tax Policy Specialists within its Directorate of Legal Services. These specialists will provide expert consultations, conduct research, and propose plans for international taxation. Analyzing tax laws, identifying challenges, and suggesting effective policies are key responsibilities. Collaborating closely with the directorate, the specialist will guide legal matters and assist in executing corporate and work plans. Adapting to ongoing transformations involving IT systems and functional base structures requires timely coordination support. Leveraging their expertise, the specialist will foster an efficient revenue collection system within the ARD.
Job Summary:
The Research and Tax Policy Specialist is responsible for conducting research and analysis on new tax laws, regulations, procedures, and international tax policy trends. The role involves identifying potential tax issues, evaluating their implications, and proposing innovative solutions. They collaborate with various teams to provide specialized consultations, assist in developing public tax policies, and ensure compliance with reporting requirements. The specialist prepares reports and presentations, establishes relationships with external entities, and continuously enhances their knowledge and expertise. Overall, they play a crucial role in improving Afghanistan's taxation system and fostering effective revenue collection.
Duties and Responsibilities:
- Conducting research, analysis, and review of new tax laws, regulations, procedures, and policy trends using international experiences.
- Identifying potential tax issues, evaluating their implications, and developing reliable and innovative solutions to address them.
- Collaborating with various teams to provide specialized consultations on tax matters.
- Assisting in the development of public tax policies, including recommendations and strategies based on international experiences.
- Supporting the implementation of tax schemes and ensuring compliance with reporting requirements.
- Preparing reports, presentations, and documentation related to tax policies and research findings.
- Establishing relationships and collaborating with external entities, including governmental bodies and international organizations.
- Enhancing knowledge and expertise within the relevant department through continuous learning and professional development.
- Researching legislative approaches.
- Researching the implementation of new mechanisms currently practiced in other countries to facilitate the existing tax system.
- Presenting new proposals and recommendations to improve the country's tax system and simplify tax laws based on global experiences and research conducted by reputable international financial institutions.
- Performing any other duties assigned by ARD officials in accordance with laws, regulations, and department’s objectives.
Job Requirements:
- Possess a minimum bachelor's degree (preferably master's degree) in one of the following fields: Economics, Business Administration, Public Policy, ACCA, International Trade, from national and international institutions within or outside the country. Degrees in related fields and higher academic qualifications in the mentioned fields are preferred.
- Have a minimum of two years of relevant work experience related to the above-mentioned job description.
- The following skills are mandatory:
- Proficiency in English and one of the official languages of the country (Pashto or Dari).
- Proficiency in computer programs, internet usage, and relevant applications.
- Proficiency in research and administrative skills.
